జానపద కళలు – సినిమా - సాంస్కృతిక రంగం

తెలంగాణా చలన చిత్ర రంగం హైదరాబాద్ కు తరలి రావడం లో దివంగత ముఖ్యమంత్రి శ్రీ మర్రి చెన్నారెడ్డి గారి పాత్ర మరవలేనిది. అలాగే తెలంగాణా  జానపద కళలైన బుర్రకథ, చిందు కధలు, ఇతర జానపద కళలను కాపాడుకునేందుకు కళాకారులను ప్రోత్సహించాల్సిన అవసరం ఉంది. ఉద్యమ సమయంలో ధూం ధాం లు నిర్వహించి  ప్రజల్లో ఉద్యమ చైతన్యాన్ని రగిల్చిన కళాకారులకు తెలంగాణా సాంస్కృతిక సారధిలో చోటు కల్పించకుండా తెరాస ప్రభుత్వం మోసగించింది. తిరిగి వారందరికి అవకాశం కల్పించేందుకు రాబోయే కాంగ్రెస్ ప్రభుత్వం కృషి చేస్తుంది. సినిమా రంగంలో తెలంగాణా ప్రాంత ప్రయోజనాలు తెలంగాణ పల్లె జీవితాలు, సంస్కృతి సంప్రదాయాలను గౌరవించే సినిమాలతో పాటు ఇతర సామాజిక అంశాలను ప్రభావితం చేసే విధంగా కాంగ్రెస్  ప్రభుత్వం ప్రోత్సహిస్తుంది. అలాగే తెలంగాణా ప్రాంత సినిమా ప్రొడ్యూసర్లు, సినిమా రంగంలో ఆసక్తి కలిగిన వారికి రుణాలు, స్టూడియోల నిర్మాణం కోసం తగిన స్థలాలు కేటాయించేందుకు రాబోయే కాంగ్రెస్ ప్రభుత్వం కృషి చేస్తుందని తెలియజేస్తున్నం.

1.                  తెలుగు, ఉర్దూ భాషలను పెంపొందించేందుకై తెలుగు మరియు ఉర్దూ అకాడమీలకు ప్రత్యేక నిధులు కేటాయించి వాటిని బలోపేతం చేస్తం.

2.                  తెలంగాణా మాండలికాన్ని ప్రాచుర్యంలోకి తెచ్చేందుకు అవసరమైన చర్యలు తీసుకుంటం.

3.                  రవీంద్రభారతి లాంటి కల్చరల్ కన్వెన్షన్ సెంటర్లను వరంగల్, ఆదిలాబాద్, నల్గొండ లలో నిర్మిస్తం.

4.                  తెలంగాణాలో ఉగ్గు, తోలుబొమ్మలాట, బుర్రకథ, బాగోతం లాంటి ప్రాచీన జానపద కళలను ప్రోత్సహించేందుకు తగు చర్యలు తీసుకుంటం.

5.                  తెలంగాణా సాంస్కృతిక సారధిలో పనిచేస్తున్న 550 మంది కళాకారులకు పే స్కేల్ ను వర్తింపచేసి ప్రస్తుతం ఇస్తున్న జీతం రూ.24,514. ఈ జీతాన్ని పెంచి రాష్ట్ర ప్రభుత్వ ట్రెజరీ ద్వారా మొత్తం జీతాన్ని అందిస్తం.

6.                  ప్రభుత్వ సంక్షేమ పధకాలను ప్రజలకు చేరవేసే విధంగా మైక్ లతో పాటు, వాహన సదుపాయాలను సమకూర్చుతం.

7.                  సాంస్కృతిక సారధికి అత్యంత ఆధునీకరణతో కూడిన రికార్డింగ్ థియేటర్ ను సారధి కార్యాలయంలో నిర్మిస్తం.

8.                  సర్వీస్ బుక్ ను వర్తింపజేస్తం. రిటైర్మెంట్ అయినవారికి పెన్షన్ కల్పిస్తం.

9.                  తెలంగాణా సాంస్కృతిక సారధిలో పని చేస్తున్న కళాకారులు అర్హతలను బట్టి ఆఫీసు నిర్వహణలో భాగస్వాములను చేస్తం.

10.              రాష్ట్రంలో ప్రతిభ కలిగి మిగిలి ఉన్న కళాకారులకు విడతల వారీగా ఉద్యోగ అవకాశాలు కల్పిస్తం.

11.              కళాకారులకు జాతీయ, అంతర్జాతీయ ప్రమాణాలతో కూడిన శిక్షణ శిబిరాలను నిర్మిస్తం.

12.              ప్రభుత్వ ఉద్యోగ నియామకాల్లో కళాకారుల కోటా కేటాయిస్తం.

13.              సినిమా హాళ్లలో తినుబండారాలపై ధరల నియంత్రణ (MRP అమ్మకాలు) చేస్తం.

14.              కళాకారులను ప్రజాహిత కార్యక్రమాలు సామాజిక మార్పు కోసం ప్రభుత్వ పథకాలకోసం విస్తృతంగా వారి సేవలను వినియోగించుకొని తద్వారా వారికి జీవనోపాధిని కల్పిస్తం.

15.              సినిమా థియేటర్లలో పన్ను విధానం నిర్మాతలకు తీరని నష్టాన్ని కలిగిస్తుంది కనుక రద్దు చేయాలనీ, లీజు విధానాన్ని కూడా రద్దు చేయాలనే తదితర డిమాండ్లను సానుకూలంగా సమీక్షిస్తం.

16.              చిన్న సినిమాలకు ప్రత్యేక షోలు ఇచ్చేలా చర్యలు తీసుకుంటం.

17.              ప్రభుత్వమే ఫిలిం ఇన్స్టిట్యూట్ ఏర్పాటు చేసి కావలసిన సాంకేతిక నిపుణులకు శిక్షణ కల్పిస్తం.

18.              తెలంగాణా మూవీ చాంబర్స్ ఏర్పాటు చేస్తం.

19.              తెలంగాణాలో నంది అవార్డుల తరహాలో అవార్డులు ఏర్పాటు చేసేలా చర్యలు తీసుకుంటం.

20.              కొత్త స్టూడియోల నిర్మాణానికి తగిన ఆర్ధిక సహకారంతో పాటు స్థలాలను కేటాయిస్తం.

21.              తెలంగాణా సంస్కృతిని ప్రతిబింబించే సినిమాలను ప్రోత్సహిస్తం.

Folk Artists, Films and Culture

The role played by former Chief Minister late Dr. Marri Chenna Reddy in the development of Telugu film industry cannot be forgotten. In a similar fashion, there is a need to promote Telangana's folk art like Burra Katha, Sindhu Katha. There is also a need to promote and encourage the folk artists of Telangana who played a key role in creating awareness among people during Telangana movement.

TRS Govt has cheated the artists, singers and other and did not implement the promises.

The Congress will take all measures to promote the artists, folk music and culture of Telangana. It will also encourage the film industry and motivate the film makers to make movies based on Telangana's rich culture and tradition. The government will take measure to allot land for construction of a studio.

1. Telugu and Urdu Academies will be given funds for promotion of both the languages.

2. Measures will be taken to give wide publicity to Telangana Mandali.

3. Cultural centres like Ravindra Bharathi will be constructed in Warangal, Adilabad and Nalgonda.

4. Steps will be taken to promote folk arts like Burra Katha,

5. As many as 500 artists, who were appointed as Cultural Ambassadors of Telangana, are being paid a monthly honorarium of Rs. 24,514. The Congress Govt will increase this amount and it will be paid through State Treasury.

6. Vehicles, along with mike and sound system, will be provided for publicity of State Government's welfare schemes.

7. A modern recording theatre will be established for the Cultural Ambassadors.

8. Service Book will be implemented and those who retired will be paid pension.

9. Based on their qualification, artists appointed as Cultural Ambassadors will be assigned other responsibilities (CHECH).

10 Eligible artists will be given employment in a phased manner.

11. Artists will be given training on international standards.

12. Artists will be given quota in government jobs.

13. Prices of eatables in theatres will be controlled and they will be sold only on MRP.

14. Artists will be used to give publicity for programmes meant for public welfare, social change and government schemes.

15. Present tax system in theaters has been causing huge losses to film producers. This will be scrapped and a new effective system will be introduced.

16. Special shows will be permitted for screening of short-duration films.

17. A Government Film Institute will be established to impart technical training.

18. Telangana Movie Chambers will be established.

19. Telangana Govt will introduce new awards like Nandi Awards.

20. Financial assistance and land will be given for construction of new studios.

21. Films that highlight Telangana's culture will be encouraged.
