ప్రభుత్వ, ప్రైవేటు ఉద్యోగుల సంక్షేమం
తెలంగాణా రాష్ట్రం సాకారం చేసేందుకు 42 రోజుల పాటు ఉద్యోగులంతా తమ జీవితాలను ఫణంగా పెట్టి పోరాటం చేసిన్రు. అన్ని సంఘాలను కలుపుకుని సకలజనుల సమ్మెచేపట్టి ఉద్యమం ఉధృతంగా మారేందుకు దోహదం చేసిన్రు. నాడు ప్రభుత్వ ఉద్యోగులు, ప్రైవేట్ రంగంలోని ఉద్యోగులు, సకలజనులు చూపిన పోరాట పటిమను, తెగువను గౌరవించిన కాంగ్రెస్ పార్టీ అధినేత్రి శ్రీమతి సోనియాగాంధీ తెలంగాణా రాష్ట్రాన్ని ఏర్పాటు చేసిన్రు. కాని తమ జీవితాలను ఫణంగా పెట్టి రాష్ట్రాన్ని సాధించుకున్న ఉద్యోగులు, టీఆర్ఎస్ పాలనలో కనీస హక్కుల సాధన కోసం రోడ్లెక్కాల్సిన దుస్థితి కలిగింది. తెలంగాణా వస్తే తమ హక్కులు సాధించుకోవచ్చని, తమ కలలు నెరవేరుతాయని భావించిన ఉద్యోగుల ఆశలు అడియాసలు అయ్యాయి. స్వార్ధ ప్రయోజనాలు నెరవేర్చుకునేందుకు కొందరు ఉద్యోగ సంఘాల నేతలు, ఉద్యోగుల జీవితాలను, వారి భవితవ్యాన్ని ఫణంగా పెట్టి లబ్ది పొందిన్రు. గడిచిన నాలుగు సంవత్సరాలుగా తమ కనీస హక్కుల సాధన కోసం ఉద్యోగ, ఉపాధ్యాయులు నిరంతరం పోరాటం చేస్తూనే ఉన్నరు. ప్రభుత్వ, ప్రైవేట్ రంగంలో ఉద్యోగులు సమస్యలను కాంగ్రెస్ పార్టీ గుర్తించింది. ఇందుకోసం రాబోయే కాంగ్రెస్ ప్రభుత్వం ప్రభుత్వ మరియు ప్రైవేట్ ఉద్యోగుల న్యాయమైన కోర్కెలను నెరవేరుస్తుందని తెలియజేస్తున్నం.

సీపీఎస్ విధానం రద్దు (కాంట్రిబ్యూటరీ పెన్షన్ స్కీం) చేసి పాత పెన్షన్ విధానం అమలయ్యేలా కృషి చేస్తం.
2.
కొత్త PRC ద్వారా 1.7.2018 నుండి ఆర్థిక ప్రయోజనాలు అమలయ్యెడి విధంగా, గత PRC లో లాగా నోషనల్ ఫిక్సేషన్స్ లేకుండా, మంచి ఫిట్మెంట్ (Fitment) తో కూడిన PRC అమలు చేస్తం.
3.
రాష్ట్ర ప్రభుత్వ ఉద్యోగుల వయోపరిమితిని 60 ఏళ్లకు పెంచుతం.
4.
‘తెలంగాణా ఇంక్రిమెంట్’ (Telangana Increment) ను ఉద్యోగ విరమణ సమయంలో ‘పే’ (Pay) లో కలిపివేస్తం.
5.
ఆంధ్రాలో పనిచేస్తున్న తెలంగాణా ఉద్యోగులను తెలంగాణాకు తిరిగి రప్పిస్తం.
6.
ఆటోమేటిక్ అడ్వాన్స్మెంట్ స్కీం (AAS) ను 5/10/15/20/25 సంవత్సరాలుగా సవరిస్తం.
7.
కామన్ కేటగిరీలుగా వ్యవహరిస్తున్న జూనియర్ అసిస్టెంట్, సీనియర్ అసిస్టెంట్ మరియు సూపరింటెండెంట్ లకు మెరుగైన స్కేల్ (Scales) లను ఇస్తం.
8.
ఔట్ సోర్సింగ్ విధానాన్ని ఎత్తివేసి, శ్రమ దోపిడీని నియంత్రించే విధంగా చర్యలు తీసుకుంటం.
9. ఆర్టీసీని ప్రభుత్వంలో విలీనం చేస్తం. ఆర్టీసీ ఉద్యోగస్థులకు ప్రభుత్వ ఉద్యోగుల మాదిరిగానే జీతభత్యాలు చెల్లిస్తం. ఆర్టీసీ ఉద్యోగస్థుల తలిదండ్రులకు పెన్షన్ మరియు ఆరోగ్య శ్రీ లో ఉచిత వైద్యాన్ని అందిస్తం. వారి కుటుంబాలకు ఆరోగ్య భద్రతతో పాటు వారి పిల్లలకు విద్యను అందిస్తం.
10. టీచర్ల పదోన్నతులను పూర్తి చేస్తూ, భాషా పండితులకు, PET మరియు స్పెషల్ టీచర్లకు న్యాయం చేస్తం.
11.
కాంట్రాక్టు ఉద్యోగులను చట్టపరంగా, నియమ నిభందనల కనుగుణంగా రెగ్యులరైజ్ చేస్తం.
12.
ప్రభుత్వ ఉద్యోగులకు అర్హులైన వారికి ఇంటి స్థలాలు, కోఆపరేటివ్ సొసైటీల ద్వారా ఇచ్చేందుకు చర్యలు తీసుకుంటం.
13.
కొత్తగా అమలులోకి వచ్చిన జోనల్ విధానాన్ని పునఃసమీక్షిస్తం.
14.
Employees Health Scheme (EHS) ను పకడ్బందీగా అమలు చేస్తూ, ప్రతి ఉద్యోగికి, వారి కుటుంబాలకు విధిగా ఉచిత ఆరోగ్య పరీక్షలు నిర్వహిస్తం. వారి ఆరోగ్య సంరక్షణ కోసం యోగా, మెడిటేషన్, నాణ్యమైన జీవన విధానంపై అవగాహన సదస్సులు నిర్వహిస్తం.

మహిళా ఉద్యోగులకు జీతభత్యాలతో కూడిన 6 నెలలు ప్రసూతి సెలవులు ఇచ్చే విధంగా చర్యలు చేపడతం.
16.
గడిచిన నాలుగు సంవత్సరాలుగా ఆంధ్రాలో పనిచేస్తూ వివిధ అనారోగ్య సమస్యల తో చనిపోయిన ఉద్యోగుల కుటుంబాలను ఆదుకుంటం.
17.
నిరుద్యోగ యువతకు ఉద్యోగాల కోసం వయోపరిమితి పెంచి కొత్త ఉద్యోగ నోటిఫికేషన్ లలో అవకాశం కల్పిస్తం.
18.
వేసవి సెలవుల్లో బదిలీలను చేపట్టి ఉద్యోగులకు, వారి పిల్లలకు ఏ విధమైన ఇబ్బంది తలెత్తకుండా చర్యలు తీసుకుంటం.
19.
కొత్త జిల్లాల కు అనుగుణంగా క్యాడర్ స్త్రెంగ్థ్ (Cadre Strength) పెంచి ఉద్యోగాల భర్తీ చేపట్టి నిరుద్యోగుల అవకాశాలను మెరుగుపరుస్తం.
20. సర్వీసు పెన్షనర్ల సమస్యలను సానుకూలంగా పరిష్కరిస్తం. 15 ఏళ్లు దాటితే పెన్షనర్స్ కు ఇప్పడు ఇస్తున్న డబుల్ పెన్సన్ విధానాన్ని మార్చి, 70 సంవత్సరాలు దాటిన పెన్షనర్లకు 15 శాతం పెన్షన్ ను అదనంగా ఇస్తం.
21. 90 సంవత్సరాలు దాటిన వారికి 100 శాతం పెన్షన్ పెంచాలని ఉద్యోగులు చేస్తున్న డిమాండ్ ను పరిశీలిస్తం.
22. 1996, 1998, 2002 డీఎస్సీ ల నిరుద్యోగులకు ఉద్యోగాలిచ్చే అంశాన్ని సానుభూతితో పరిశీలించి వారికి తగిన న్యాయం చేస్తం.
23. ఏకీకృత సర్వీ స్ నిబంధన అమలుకు న్యాయపరమైన ఆటంకాలు తొలగించి ఉద్యోగుల కు లాభం చేకూరుస్తం.
24. జూనియర్ లెక్చరర్ ప్రమోషన్ లకు అడ్డంకిగా ఉన్న జీవో నెంబర్ 223ని రద్దు చేసి జీవో 302 ప్రకారం 40 శాతం జూనియర్ లెక్చరర్ లకు ప్రమోషన్లు ఇచ్చే అంశాన్ని పరిశీలిస్తం.
25. 398 స్పెషల్ టీచర్ల సమస్య పరిష్కరిస్తం.

అన్ని జిల్లా కేంద్రాలలో వెల్‌నెస్‌ కేంద్రాలను ఏర్పాటు చేస్తం.
27.
ఎయిడెడ్‌, రెసిడెన్షియల్‌, ఆదర్శ పాఠశాలలు, కేజీబీవీలో మరియు పబ్లిక్‌ సెక్టార్‌ రంగంలో పనిచేస్తున్న వారికి, పదవీ విరమణ పొందిన వారికి వైద్య విధాన పరిషత్తు ఉద్యోగులకు ఆరోగ్య కార్డులు జారీ చేస్తం.

హెల్త్ కార్డుల ద్వారా రాష్ట్రములోని అన్ని ప్రభుత్వ మరియు ప్రైవేట్ ఆసుపత్రులలో నగదు రహిత వైద్యము అందించుటకు తగు చర్యలు చేపడతం.
29.
పండిత్ మరియు పిఇటీ పోస్టులన్నిటినీ స్కూల్ అసిస్టెంట్ పోస్టులుగా అప్ గ్రేడ్ చేసి ఉపాద్యాయులకు లాభం చేకూరుస్తం.
30.
అప్ గ్రేడ్ చేసిన పోస్టులను భాష పండితులకు పదోన్నతుల ద్వారా భర్తీ చేస్తం.
31.
క్రీడాకారులకు ఉద్యోగ, ఉపాధి రంగాల్లో 3 శాతం రిజర్వేషన్ అమలు చేస్తం.
32.
ఉద్యోగ విరమణ పొంది మళ్ళీ ప్రభుత్వ సర్వీస్ లో కొనసాగుతున్న వారిని తొలగించి ఆ స్థానాలలో రెగ్యులర్ ఉద్యోగుల సేవలు తీసుకుంటం.
33.
కారుణ్య నియామకాలను ఒకే యాజమాన్యంలో నియమించాలన్న నిభంధనను ఉపసంహరించి ఎక్కడైనా ఉద్యోగం కల్పించే వెసులు బాటు కల్పిస్తం.
34. వేసవి సెలవుల్లో మధ్యాహ్న భోజనం పెట్టే పాఠశాలల టీచర్లకు తగు న్యాయం చేస్తం.
35.
ఎస్సీ, ఎస్టీ ఉపాధ్యాయలకు ఉన్నత చదువులకు వెళితే పూర్తి స్ధాయి వేతనం చెల్లించే పాత విధానాన్ని పునరుద్దరిస్తం.
36.
ఉద్యోగుల సమస్యలను పరిష్కరించేందుకు అడ్మినిస్ట్రేటివ్ ట్రిబ్యునల్ ను పునరుద్దరిస్తం.
37.
మీసేవ సెంటర్లలో పనిచేసే ఉద్యోగుల ఉద్యోగ భద్రతకు చట్టపరమైన హక్కులు కల్పించేందుకు చర్యలు తీసుకుంటం.
38.
సుప్రీంకోర్టు ఇచ్చిన ఆదేశాలు మేరకు, కేంద్ర ప్రభుత్వం జారీచేసిన ఉత్తర్వుల ప్రకారం ప్రైవేటు వైద్యశాలలో పనిచేసే నర్సింగ్ సిబ్బంది కనీస వేతనాలను అమలు జరిగేలా ప్రభుత్వ ఉత్తర్వులను జారిచేస్తం.
39.
తెలంగాణ రాష్ట్రంలో ఖాళీగా ఉన్న నర్సింగ్ పోస్టులను భర్తీ చేసేందుకు క్యాలెండరు ప్రకటిస్తం.
40.
తెలంగాణ రాష్ట్ర అసెంబ్లీ సాక్షిగా ప్రకటించిన నర్సింగ్
డైరెక్టరేట్ నిర్మాణం త్వరగా పూర్తి చేసి నర్సింగ్ కార్యకలాపాలు అక్కడి నుండే కొనసాగేలా
ఉత్తర్వులు జారీచేసి అమలు చేస్తం.
41.
మన రాష్ట్రంలో జెండర్ తో నిమిత్తం లేకుండా మేల్ నర్స్ కూడా ఫిమేల్ నర్స్ లకు కూడా సమాన ఉద్యోగ అవకాశాలు కలిపిస్తం.
42. ప్రైవేటు వైద్య రంగంలో పనిచేసే పారా మెడికల్ సిబ్బంది సంక్షేమం కోసం చట్టం చేసి వారిని చట్ట పరిధిలోకి తీసుకొస్తం.
43.
నర్సింగ్ విద్యార్దులకు స్కాలర్ షిప్ మరియు స్టైఫండ్ వెంటనే పెంచుతం.
44.
కేంద్ర సర్కార్ సవరించిన హోదాను స్టాఫ్ నర్స్
నుంచి నర్సింగ్ ఆఫీసర్ గా మార్చుతం.
45.
రాష్ట్రంలో ప్రభుత్వ స్ధలంలో పేద నర్సింగ్ కుటుంబాలకు ప్రభుత్వం తరుఫున నర్సింగ్ ఆఫీసర్స్ కాలనీ ఏర్పాటుకు కృషి చేస్తం.
46.
వైద్య శాఖలో పనిచేస్తున్న నర్సులకు కి హెల్త్ కార్డులు ఇస్తం.
47. ప్రైవేటు స్కూళ్ళలో, జూనియర్ మరియు డిగ్రీ కళాశాలలలో, మరియు వృత్తి విద్యా కళాశాలలలో పని చేస్తున్న అధ్యాపక మరియు అద్యాపకేతర సిబ్బందికి ఉద్యోగ గుర్తింపు కార్డులు, 12 నెలల వేతనం, ఉద్యోగ భద్రత, PF, గ్రాట్యుటి, రూ. 5 లక్షల ఆరోగ్య భీమాతో పాటు సమాన పనికి సమాన వేతనం కల్పించేలా చట్టం చేస్తం. ప్రభుత్వ నిబంధనల ప్రకారం ప్రైవేటు విద్యాసంస్థలలో పనిచేసే సిబ్బందికి ఖచ్చితంగా సెలవు దినాలు అమలు చేస్తం.
48. సైనిక్ బోర్డులో ఉన్న ఖాళీలను మాజీ సైనికులతోనే భర్తీ చేస్తం.
49. పంజాబ్ మహారాష్ట్ర తరహాలో మాజీ సైనికుల కొరకు ఫైనాన్షియల్ కార్పొరేషన్ ఏర్పాటు చేసి చిన్న పరిశ్రమలు ఏర్పాటు చేసుకోవడానికి ప్రోత్సహిస్తం.
50. సైనిక విభాగంలో తెలంగాణ రెజిమెంట్ విభాగాన్ని తయారు చేసే విధంగా కేంద్రంపై ఒత్తిడి తెస్తం.
51. మాజీ సైనికులకు 200 చ.గ. ల ఇంటి స్థలంతో పాటు 5 ఎకరాల సాగు భూమిని ఇస్తం. ప్రతి జిల్లాలో మాజీ సైనికులకు ‘సైనికి కాలనీ’లను నిర్మిస్తం. గృహ నిర్మాణానికి రూ.5 లక్షల రుణాన్ని మంజూరు చేస్తం. అదనంగా మరో రూ.5 లక్షల ఋణం ఇచ్చి దానిపై వడ్డీని ప్రభుత్వమే భరిస్తుంది.
52. గతంలో మాజీ సైనికులకు కేటాయించిన భూములపై పూర్తి యాజమాన్య హక్కులు వారికే చెందేలా సత్వర చర్యలు తీసుకుంటం.
53. మాజీ సైనికుల పిల్లల విద్యకు 2 శాతం రిజర్వేషన్ ను కల్పిస్తం. ప్రభుత్వ ఉద్యోగాలలో 2 శాతం రిజర్వేషన్ ను కల్పిస్తం.
54. స్పెషల్ పోలీస్ ఆఫీసర్స్ గా నియమించబడిన మాజీ సైనికులను హోం శాఖ పరిధిలోకి తీసుకుని వచ్చి వారికి సాధారణ పోలీసులకిచ్చే ప్రయోజనాలను కల్పిస్తం.
55. శౌర్య పధకము మరియు గ్యాలంటరీ అవార్డీలకు నగదు బహుమతిని పెంచుతం.
56. వీరమరణం పొందిన సైనికులకు ఇచ్చే
పరిహారాన్ని గణనీయంగా పెంచుతం. వారి కుటుంబాలలో ఒకరికి ప్రభుత్వ ఉద్యోగం కల్పిస్తం.
57. మాజీ సైనికుల సంక్షేమం కోసం తగిన చర్యలు తీసుకుంటం.
Employees Welfare
Government Employees have
actively participated in the statehood movement while risking their jobs,
careers and families. It was the 42-long 'Sakala Janala Samme' which moved the
entire nation on demand for Telangana. In view of the struggle and sacrifices
of employees, Congress Party President Smt. Sonia Gandhi Ji paved the way for
formation of Telangana state.
However, the employees who
made several sacrifices expecting a better for themselves and their families
were disappointed after they were deprived of their basic minimum rights by TRS
regime. The expectations of employees were completely shattered with some
leaders of their associations extracting personal gains and benefits from TRS
Govt while sacrificing the interest of lakhs of their colleagues. Consequently,
the employees were forced to continue to their struggle to get their rights for
the last four years.
The Congress party assures
that if voted to power it will implement the following issues:
1. Contributory Pension Scheme
(CPS) will be scrapped and Old Pension Method will be restored.
2. PRC arrears of employees will be
released immediately.
3. A new PRC will be announced and
the employees will be given a decent Interim Relief (IR). Compared to previous
regimes, a good PRC will be ensured.
4. Pending transfers will be
executed to relieve thousands of employees of mental trauma.
5. Will bring back Telangana
employees working in Andhra Pradesh.
6. Class-III and Class-IV employees
of Telangana working in Andhra Pradesh State Secretariat will be brought back.
7. RTC will be merged into the
State Government. RTC employees will be given pay scales on par with government
employees. The parents of RTC employees will be extended benefits like pension
and free treatment under Aarogyasri. Besides taking care of health of their
family members, the Congress Government will take care of education needs of
RTC employees.
8. Promotion of Teachers will be
ensured by implementing GO 31. Justice will be done with Language Pandits, PET
and 398 Special Teachers.
9. Outsourcing system will be
completely scrapped.
10. Contract Employees will be
regularised as per prescribed norms.
11. All eligible government
employees will be provided housing facility through cooperative societies.
12. The newly introduced Zonal
System will be reviewed.
13. Free medical examination will
be conducted for all employees and their family members. Awareness will be
created on importance of Yoga, Meditation and other means to improve their
health standards.
14. Women staff of Teaching and
Non-Teaching Staff will be entitled to Maternity Leave for 6 months.
15. Financial assistance will be
provided to the family members of 11 employees who died due to health reasons
while working in Andhra Pradesh during the last four years.
16. Employees deployed in new
districts in the name of Service Orders will be sent back to their native
districts.
17. The age limit to apply for
government jobs will be raised to provide unemployed youth another opportunity
and fresh notifications will be issued.
18. The retirement age for State
Government employees will be raised to 60 years.
19. Transfers will be done during
summer holidays to minimise inconvenience to the employees and their children.
20. Fresh recruitments will be done
to suit the needs of 20 newly created districts.
21. By modifying the Double Pension
Scheme, 15% hike in pension will be given to pensioners who completed 70 years
of age.
22. The demand for 100 percent
increase in pension for above 90 years will be considered.
23. Justice will be done with the
candidates who qualified in DSCs held in 1996, 1998 and 2002.
24. Employees will be benefitted by
removing legal barriers for implementation of the Common Service Rules.
25. GE No. 223 will be cancelled to
remove hurdles in promotion of junior lecturers. As per GO 302, the
possibilities of giving promotion to 40% junior lecturers will be reviewed.
26. The problems of 398 Special
Teachers will be resolved.
27. The 42-day strike period
(Sakala Janula Samme) will be treated as special leave and its pay will be
released to the employees.
28. Wellness Centres will be
established at all district headquarters.
29. Health Cards will be issued to
the employees of Aided Residential Schools, Aadarsh Schools, KGVB, VVP
employees.
30. Cash Free treatment will be
ensured in all government and private hospitals through Health Cards.
31. Language Pandits and PETs will
be given the status of School Assistants.
32. Necessary amendments will be
brought in GO 11 and 12 to promote the upgraded posts of Language Pandits.
33. PRC dues of 2015 (June
2014-February 2015) will be released in cash.
34. As per GO 74, 2% reservation in
jobs will be given to sportspersons.
35. Fresh recruitments will be done
to hire regular employees in place of those who got reinstated after
retirement.
36. Outsourcing and Contract system
of employment will be completely scrapped.
37. GO No. 352, which provides for
all appointments made on Compassionate Grounds in single administration, will
be scrapped and appointments will be as and where required.
38. For teachers working in schools
serving Mid Day Meals, 38 days of Earned Leave will be given as per GO 144 and
new Memo 8131 will be withdrawn.
39. The old system of full pay for
SC, ST teachers who go for higher studies will be revived.
40. An Administrative Tribunal will
be constituted to resolve the problems of employees.
41. Legal safeguards will be
provided to give job security to employees of Mee Seva Centres.
42. Minimum wages will be
implemented for the nursing staff as per the orders of the Supreme Court.
43. Calendar for recruitments to
fill vacant posts of nursing staff will be announced.
44. Nursing Directorate will be
constituted as per the announcement made in the Telangana Legislative Assembly.
45. No gender discrimination will
be made in appointment of nursing staff.
46. Nursing students will be
provided Scholarships and Stipends.
47. As per the amendments made by
the Central Govt, Staff Nurses will be converted into the Nursing Officer.
48. Steps will be taken to
construct Nursing Officers Colony on government land.
49. Health Cards will be issued to
the nurses working in Health Department.
50. Staff of private educational
institutions, both Teaching and Non-Teaching, will be given Health Insurance up
to Rs. 5 lakh and they will be issued Health Cards. They will also be entitled
for 12-month pay, job security, PG, Gratuity and compulsory holidays as per
rules.
51. All vacant posts in Sainik
Boards will be filled with ex-servicemen.
52. On the lines of Punjab and
Maharashtra, a new corporation will be established for ex-servicemen to
encourage them to set up small industries.
53. Steps will be taken to
introduce a Telangana Regiment in the army.
54. Ex-servicemen will be given 5
acres of cultivable land across the Telangana State. They will also be given
Housing plots and Sainik Colonies would be established in all 31 districts of
Telangana. The ex-servicemen will also get Rs. 5 lakh grant for construction of
their houses. Further, another Rs. 5 lakh would be arranged as bank loan whose
interest burden would be borne by the State Government.
55. Ex-servicemen who were allotted
land by previous regimes will be given possession of land.
56. The Central Govt rules provide
for 2% reservation in education for children of ex-servicemen and it will be
implemented. Ex-servicemen will be given 2% quota in government jobs.
57. Ex-servicemen will be appointed
as Special Police Officers and will be given benefits on par with regular
police force.
58. Cash amount for recipients of
Shourya Pathakam and Gallantry Awards will be increased
59. There will be a significant
hike in the compensation paid to the families of soldiers who lay down their
lives on the line of duty.
60. One member of a martyr's family
would be given a government job.
61. Suitable measures will be taken
for the welfare of ex-servicemen.
